Emergency Travel Document for EU citizens

Emergency Travel Documents for EU citizens (EU-ETDs)
EU citizens whose passport or travel document has been lost, stolen or destroyed in a country outside the EU where their own EU Member State does not have an embassy or consulate are entitled to receive an EU Emergency Travel Document from any other EU Member State located in that country. The EU Emergency Travel Document is issued for a single journey to the holder’s EU Member State of nationality or residence, or exceptionally, to another destination (such as a neighbouring country with an embassy or consulate of the holder).
The travel document will usually be valid for the duration of the journey and will not exceed 15 calendar days.
The EU embassies in Reykjavik divide the non-represented EU countries in Iceland between them and provide Emergency Travel Documents (ETD) to citizens of non-represented member states.
Before the travel document can be issued, the Embassy of the respective home country that is covering Iceland (usually located in Oslo or Copenhagen) needs to verify the identity of the applicant and give permission to the German Embassy to issue the EU-ETD. Applicants are therefore advised to get in touch with their Embassy as well.
In 2026, the German Embassy Reykjavik issues ETDs for the following EU member states:
- Austria
- Belgium
- Bulgaria
- Czech Republic
- Greece
- Hungary
- Netherlands
Documents needed for submitting the application:
- application form (see below)
- police report issued by the Icelandic police about the loss/theft of the passport
- photocopies of the lost document or other form of ID, if available
- flight itinerary
- 2 biometric passport pictures
- Fee: 57,- Euros (payable in ISK with credit card or cash)
